Will a hang on back filter be good enough for a fish only 90gal?

If you put live rock inside the tank there’s no need for a filter anyway. Unless you are just putting bags of carbon or phosguard

Have you entertained a canister filter? I had a fluval 305 on an old 45 gallon tank I had and it worked great. These are easier to hide instead of having a filter hanging only the back of the tank

I'd go with lots of live rock and your hob filter (but a canister filter would be better). The rock will be your main filtration

Without a sump? No but I think I woukd use a large external filter with it as well. Just me though.

I had a Reef Octopus HOB-1000 on my old 75 gallon for over 3 years. It was a great skimmer.

Any big HOB with good biomedia will do you fine. Just clean out the biomedia and sponge weekly (in saltwater) to prevent nitrate build up. HOB's accumulate a lot of detritus (not a bad thing) and are way easier to clean than a canister filter.
