Going to set up a little 13 gallon for my son today, but I was wondering if the water I will taking out of my tank for a water change will it help cycle the 13 gallon faster. It's going to have live sand but the rocks will be dry.

Yes It’ll help but adding bacteria to those virgin rocks is the ticket.
