Will skimmer help reducing my nitrates and phosphates?

It's a 4ft 90g total volume system. Been running for about 3 months now.

Reads no3 about 30ppm (red sea test kit )
Po4 reads at 0.9ppm by Hanna

I added a skimmer just yesterday. Will it bring those levels down. Is it a matter of days or weeks if it does? Or will I need to use no pox or something like that to remove them?

It does not reduce nitrate or phosphate and removes organics. It will however lower the rate that both accumulate.
What I use to reduce both is Chemipure Elite which will reduce both and keep them in check.
