So I have had about 80 pounds of dry rock in a bucket filled with the water from a water change about 3 months ago with power head and heater. Is it okay to think that it is cycled and I can just take the rock out, add it to a new 80 gallon system I just got and everything should be okayish if I add some fish and coral?

I'm thinking it should be fine with probably some problems here and there, I just don't want the tank to cycle and kill the fish.

Rock should be good to go, but test to be sure. I'd add small cuc first and feed, wait few weeks then add fish slowly. As for coral maybe a softy or two?, 10$ frag? but would let tank mature before adding others.

I'd add a bit of ammonia and get it to a 3ppm then wait 24hrs and test for ammonia. That's the only way you will know for sure. If you showed a bit of nitrate before then you clearly had a little bit of biological filtration going on, but 5ppm is pretty low and I'd want to double check just to be sure.

I agree it's probably ready and OK for a small amount of bioload, but if you want to be 100000% sure - add the ammonia and see what happens.
