I have this cabinet from ikea, will it support a 20-25 gallon nano?

If these are put together the way they were 15 years ago, I would not trust them. They are made of press board, and if I mean when it gets wet it will fall apart rather quickly.
 
I have 20 gallon sitting on Ikea MALM Chest for 9 months. And it holds really well.
But, I don’t advise going this route. If it gets wet it will inflate and bend.
 
I most definitely agree. Particle board turns to sawdust when it gets wet. You could try a metal wire shelf unit from home depot. It will give the weight limit for each shelf on the box. Also the other shelves below the tank are handy for storage.
 
Most IKEA furniture I’ve encountered is constructed with what I refer to as ‘wood porridge,’ which I’ve seen rapidly deteriorate after exposure to water.

as others have stated, find a wood dresser or build one.

you can find old dressers fairly readily at thrift stores or places like Habitat for Humanity—and you can usually pick one up for very little money.
