Can I use dark window tinting in the refugium section of my sump???

Yes on the outside you sure can. I have heard of people using it on the back of there tanks(on the outside).

I use it on the outside (back) of my tanks - I would not use it on the inside

Can I ask why not on the inside. To separate the intake from the DT and the pump section??? Is there a chemical reaction???

Might be safer to just put in a piece of black abs or plastic cut to size.

There are dye or and metals inserted in creating the sheet film. Also, UV blocking and some have scratch proof coating chemical applied. I would not put in tank.

Soaking in water will eventually cause the glue to let go. Definitely not something I would want in my tank.

none of us know what impact window tint in salt water will have long term. My guess (and not willing to test) is it is not reef safe.
