Won't allow for a conversation

I attempted to start a conversation with a member and it told me that I wasn't allowed. I simply wanted to let this member know that there was a slight error in his post, and I didn't want to do it publicly. So why couldn't I send my PM (conversation) to this person?

We do have the ability to remove conversation privileges for non-sponsored vendors who refuse to comply with the site's Terms of Service, although it's generally a last resort.

Also, people can control certain categories of who can start conversations with them. Some people (like me) limit them.
