Would a toby puffer work in 25 gallon?

Looking to add a toby to my tank. I’ve been looking at the Valentini, and also the leopard toby as it’s the smallest one. Would either of these work? I’ve seen people say it’s ok yet I’ve also seen people say they need 30 gallons, but 25 is pretty close to that. I’d also probably try to get one that’s pretty small, and would be fine moving it if it eventually got too large yet would prefer not to.
 
I wouldn't say that it is ideal but possibly. What else would be in this tank?

It currently has two clownfish (occelaris) and a tiny Randall’s goby. Also corals yet I don’t really care much if they get eaten and have heard leopards aren’t too likely to eat them

Do it. They are great fish with huge personality. Just know that all fish are not the same and keep an eye on it.

Ok! Do you think a Valentini/other kind of toby could work or only a leopard?
