Not really worried about color POP, just wanting growth. . .

I have one of these I used on a birdcage a while back. . . it was way too blue for that, and probably too bright. But maybe blue enough and bright enough to grow coral? maybe if I used a few of them?

I would not rely on these for any coral . Meets minimum for fish which will tell you something.
While many work with budget, you dont want to fall short with lighting-heating-filtration.
Buy it once and get the best you cannot afford to get useful life and good resale value
You did not mention size of tank But I recommend one of the following, even used:
-Ai Prime or Hydra 26/32
-@noopsyche K7 series
-Kessil A350 or A360 we

We have these light strips and use them over our fish systems. Can they keep coral alive? Possibly, but most don't put out enough par to really grow corals and color them up. If you are keeping softies these may do ok with them, but if you are wanting to get in to LPS and SPS I would suggest looking at some AI Primes or something similar. Lighting and flow is not something we'd recommend skimping out on.
