Would this light be fine to grow chaeto for a while until a get a better light?

No, if you want a cheap lightbulb type thing, at least get a PAR38 floodlight. They will grow cheato somewhat well.
What you posted is just a 17w little lightbulb, like for a lamp on a nightstand or in a ceiling fan fixture.

It’s a bulb size. Go to your hardware store and ask for the highest wattage par38 bulb they have. 100watt would be the minimum that would be sort of helpful imo.
 
Those bulbs should be fine. I used the same kind for my refugium for a while and they worked great. They're currently growing freshwater plants.

I've had good luck growing macroalgae with innovative marines led it's around 70$ plug and play
