It's a transitioning H. rubricephalus, based on coloring, especially on the mouth, jaw, and anal fin. And the striping pattern below the eye going back along the gill cover.
The difference in spots can vary, it actually has to do with the maturity of the fish. As it transitions the spots go away on any of the species speculated on. The anal fin of a melanurus is two orange parallel lines. The fish in the above pic has an almost solid orange anal fin. If your wrasse has a solid anal fin than it is most definitely not melanurus.
