Wrasse with a possible issue

For two days I have been debating posting about this. The problem is I can't really get a good photo of the problem. I know this makes it hard to come up with any idea of what I may, or may not, be dealing with. The best I have done so far is a video. Even with that YouTube dropped the quality so that you can hardly see the issue. Here is video first and the description next.


Now, here is what I am noticing. When I first saw it I thought that the wrasse has left over bits of it's mucus sack on each side of it head. I assume it would simply disolve away. After a day or two it hasn't changed and I am concluding it isn't left over mucus sack. between the eye and the gills on each side of the head it looks like it is either shimmery, or possibly discolored. I keep going back and forth between it being sort of dull like a bacteria infection, or more shinny like something I have no idea about.

History.
Completed 32 days of copper treatment using coppersafe.
Currently 23 hours into the second dose of PrazyPro. The first dose was 7 days ago. Planning a 3rd final dose in 5 days.
On day 7 of being fed Metro infused flake food @ 1%

My current plan is to keep moving forward with the Prazy, continue feeding metro for a total of 10 days and after the 3rd Prazy treatment start using copper to get the water as clear as I can for hopefully better photo's. Until that point I am wondering if I can do anything else? I don't want to jump to conclusions and start dropping meds into the tank; however, I have a bunch of med options that I can call on if needed. The wrasse is still eating (reluctantly on the metro flakes, but Rods OG blend is consumed like a plump wrasse at the buffet).

Other fish in QT that are showing no signs of anything.
3 Clownfish
5 Zebra Goby
1 Tailspot blenny

Anyone have any thoughts, tips, or insights?
 
Here are 2 more poor photo's. another problem is that the white spots behind the eyes only show up with the light reflecting in a specific way. From one direction I can see them, from another I cannot.

BTW, regarding the first post. It appears I cant edit it. Obviously I was saying I will use carbon to clear up the water, not copper. :)
 
Possible lympho or ich?
I don't think it is either.

Ich. - I know the photo's show dots, or small white spots, but it is more of a blotch. More of like if a bit of super diluted whiteout. Plus, greater than 30 days in copper an no signs on the other fish. Time will tell on this theory I guess.

Lympho - again, the same reason I don't think it could be this because it isn't a growing nodule, ore extruded growth. It is more of a discoloration.

I have not ruled out, it is just part of the fish coloration either, this wrasse is in QT and new to me.
