Xaqua inout question

Hello, I recently installed the xaqua inout overflow system on my new tank setup. The only issue i’m having is that my return pump can’t seem to keep up with the overflow despite being about 200gph above the recommended gph. I had to cover the weir about 50% to slow down the flow enough so that the water level wouldn’t drop. i would like to not have to cover the weir at all. i’m using the sicce sdc 3.0. Any help would be appreciated.
 
I am very confused. This overflow should have the water level set at the middle of the weir teeth. are you wanting the water level to be at the top of the teeth?

yeah i guess i assumed that the water would go to the top of the teeth. Is there a way i could make it do that?
