I am thinking of buying a pair or 1 and a pistol shrimp. I understand that sand is probably needed if I go with the shrimp. But, will sand be needed if I buy a pair?

Yes they will need sand to thrive.
 
If I buy 2 gobies and 1 pistol shrimp, will all 3 coexist?
If you get a male and a female, yes. Just make sure your rockwork is all properly seated on the floor of the tank. The pistol shrimp will move a surprising amount of sand.
 
Just to reinforce, you will need a sand bed, however if you are going to get a pair I would highly suggest a pre-paired purchase if you can find it. I would not try to pair two of them together with a pistol shrimp in the mix, one could pair with the shrimp and shun the other out of the burrow. just my $.02

Great fish to have, I have one with no shrimp mate, but he's thriving and visible in the tank. Skiddish around larger fish but understandably so

Great thought! Diver's Den has these trios available pretty regularly. Worth watching for there.
 
Thank you all for the quick responses. Last question :-(. What characteristic(s) differ the male from female?
 
I have a Yasha and a red handed pistol shrimp in my pico tank! They coexist beautifully, both rush out during feeding time, the rest of the time the yasha is always perched at an entrance of one of its many holes connected to (I assume) it's under-rock network of tunnels in my 1.5 inch sand bed. Lol
