HLLE has been attributed to a number of causes, carbon, dietary deficiencies, stray voltage. Check for any of these.
Head & Lateral Line Erosion "HLLE":
Symptoms - HLLE literally looks as though the skin is rotting or peeling off the fish. Affected areas usually include the face and lateral line, and may be white in color.
Treatment options - This is more of a condition than an actual disease. Since no one can agree on the exact cause, all you can do is address all of the following theories regarding HLLE:
1) Stray voltage - Use a titanium ground probe & test your tank for stray voltage.
2) Running carbon - Don’t use it, or use only premium grade carbon.
3) Nutritional deficiency - Feed high quality nutritional foods. Some have had success reversing the effects of HLLE by soaking food in “fish vitamins” and also feeding nori.

It will prevent further damage from being done, but I would still food soak Selcon, Zoecon, Vita-chem to help his skin heal. And feed lots of nori!

I would start with adding vita chem to his food. Make sure he's eating seaweed in his diet. And follow above advice. Good luck..

Red and green nori should be regularly consumed by all marine herbivores IMO. Perhaps brown as well, but I don't have much experience with it but my tangs stay really healthy with red and green 
You can run carbon, just use the good stuff (I only use Rox 0.8). Cheap carbon tends to release tiny particles into the water which essentially tears into a fish's skin.
