Yellow water ok for fish?

I'm restarting my tank, and re-using the sand and rock. I have some decently yellow water from dead organics on the rock and sand. The tank is cycled, but the water is still yellow. I've run carbon in a reactor with some improvement in the yellowing, but I think only water changes will get me to crystal clear water. In the meantime, is it ok to add fish to the tank?

Ammonia = 0.0
I don’t test nitrites because once the ammonia cycle is complete the nitrite cycle is right behind it. I don’t test nitrates because fish don’t care about nitrates. (Just ask Paul B.)
Salinity = 1.025
