Zoa and paly help

I am running an old Chinese one cord led over my 29 gallon biocube. It is about 12 inches from the water. Have bought some zoas and palys and seen zero growth? I started using coral frenzy and nothing my palys are really extended. Should I lower the light? As far as flow I have one biocube power head.

Usually if zooas are reaching up towards the light they are wanting more I'd say try lowering the light or upping the power to it. A little at a time no quick changes
