i got about 10 zoa frags about a week ago and 8 of them have fully opened. The other two have remained completely closed. I have tried high lighting, low lighting, high flow, low flow, nothing has seemed to work. Any suggestions?

I would just give them a little more time. Some zoas just take a little longer to open than others for no apparent reason. Did you dip them before introduction? Inspected for zoa spiders or other pests?

Sometimes it can take a little while with zoas, so it's not anything to be worried about necessarily. With that said, a dip in Lugol's/Iodine wouldn't hurt (long as you don't overdo it).
