Zoa reaction to light

I've seen people mention that closed zoas mean your light is too low but I have the opposite experience. My zoas stay closed if the light is too high and open and extend fully when light is lowered. What are people seeing? I have only seen this in zoas so I can only speak for those.
 
Mine do best in lower light under moderate water flow
