zoa skirts half open

I have had Japanese jawbreakers in my tank for months and they seem to be doing well. But their skirts only open haft way. I wonder if anyone has this zoa fully open. I placed it in high flow. Perhaps too much flow. I am moving it low flow and see what happens. Any suggestions? Photo below is is the type of zoa I have.

I should say all polyps of this specific zoa. My other zoas are open widely.
