Definitely bubble algae. Get a emerald crab or two and they will clean it right up.

that's what I thought when I first saw bubble algae in person too! looks almost metallic but that is bubble algae.

I don't think its algae.

Its bubble algae, be careful not to pop them if you manually remove them.
