Zoas necking

What causes zoas the grow a neck (for lack of a better term?) Seems like a lot of my zoas are growing them, they all seem healthy. Is this normal?
 
Like they are stretching for more light?

I guess that's possible. I run two 250 watt MH and four 54 watt T5's. I wouldn't think that would be it. But guess it's possible I know my bulbs are getting close to needing replacement.
 
The only time I see light being the issue is if there are other polyps growing above the lower ones and then the lower runs stretch out to get some light. All the other times I have seen the long stems is when there is very light flow. For every single frag I have had long polyps those went away when I put the frag in higher flow.

I've been thinking my flow has been lacking, my Vortech drivers went out a couple of weeks apart so I ordered two and they should be here tomorrow. That would give me two MP40's and a Jebao WP40. I think that should solve any flow issues. I think because of the height of my tank and the previous Vortech placement the flow may have been an issue.
