Zoas not opening fully

Anyone got any ideas? Photos below. Some are higher up, some are lower down
No3 and P04 are pretty low > 5ppm and > 0.01ppm
Alk is around 7.5, Cal is 400
Lights are maxpect razer with 40% white and 80% blue for 7 hours a day. tank is 16" deep

Looks like they’re stretching for light. I’d move them up.
