I have this same tank (or my daughter does but it's in my house and is becoming my build lol) . She has a HOB filter and I am going to sneak a sump setup in also. I actually have a 1/4 tubing coming out of the elbow already. Came with the glass holes kit. I fixed the noise issue by reducing the overflow with a ball valve in the basement. I was told this is not good though.Had the same issue with the sand in the sump and this is how i stopped it.
Just put a pile of rubble rock on the side the water flows over.
Looks great so far though.... since tests come up good you can add 1 or 2 small fish and a small clean up crew. You don't want to do too much at once.
Overflow noise can be helped by adding a lid to the top of the overflow box and drilling a hole in the top of the elbow. Then silicone a piece of 1/4" airline tubing in it. Snip pieces off a little at a time then stop just as you can hear it getting louder. There's videos on YouTube on how to quiet overflows for this.
