sorry about the picture quality. I tried a video but it wouldn’t load right.
Lots of long stringy things waving in the current.
 
Looks like algae to me but i assume you wouldnt have posted the picture if it was. Sorry

No it’s more wirey looking than algae.
There's a lot of different algaes, some are slimy, some are fluffy and some are wiry.
Could be bryopsis, but hard to tell in the photo.
 
Here’s a better picture. And no I don’t have a tang in this tank. It’s only a 13.5 Fluval.

If you can, take out the rock and physically remove the algae, brush. Perhaps dip brush in h2o2 and just brush that area.
