Any Idea What This Is?

No it’s more wirey looking than algae. I’ll keep trying to get a better picture.

There's a lot of different algaes, some are slimy, some are fluffy and some are wiry.
Could be bryopsis, but hard to tell in the photo.

Test your parameters see what they are doing phosphate etc. Do you have a Tang?

If you can, take out the rock and physically remove the algae, brush. Perhaps dip brush in h2o2 and just brush that area.
