In tanks without excessive nitrates i don't know why anyone would use it and if there is less nitrates it should still drop them since it "targets them"
Does the product look like a biopellets? I found a product by Dr. Tim's that also claims to reduce no3 and po4, called:

Dr. Tim's Aquatics NP-Active Pearls.​


The directions seems to be similar to the brightwell.
