After looking at build thread and your rock scape, I would try to add another island. There isn't much hunting ground for both. If you can't add new territory, angel will need a new home.

Possum wrasse take 2-3 week long sabbaticals.
Buy it a wrasse den or two from eBay, that should make things better.
Oh and the heaving breathing part is the wrasse just being a drama queen.
You should see when you disturb them from their nap, they look so bothered,
like a teen getting woken up in the middle of the day lol
