I can't help but think that the poor guy has both flukes and black ich. Fortunately, Prazi will take care of both.

yes. Go ahead and dose the prazi. Turn off the skimmer and take out any carbon before doing so.

any other abnormal behavior? Cryptic (more so than usual)?, hiding from light, swimming in to powerheads? Discoloration (aside from normal night or stress patterns of foxface?), dustings? Spots? Breathing heavily? Scratching? Flashing?

I agree the eyes are more cloudy than I would say is normal even for foxface.

Have you tested ammonia with an ammonia badge?
