Run carbon asap.

If you have new saltwater that is already salinity and temp matched, transfer the clowns there until the tank clears up.

Honestly a bucket with similar water (but not from the tank), a heater, and a bubbler would be better for a few hours than the tank. This is a great idea.

Did you knead(mix) the putty prior to placing in the tank?
Mentioned was carbon which take 2-4 hrs to initiate clearing but it should be non-toxic. What brand putty did you use?

Even brands labeled reef safe putty can do this when over kneaded or if you use too much. I had the same thing happen to me. it messes up the pH. My fish were on the bottom but they survived. I did a large water change.

So both clowns and shrimp died, should I do a 100% water change and start like that or remove all rock aswell or start again fully with new sand media etc

Yes And add carbon
My preferred putty is seaclone hold fast

Fully start Over ?
Major water change, add bacteria and chemipure bluecc CD which will remove any toxins and polish water and keep nitrate in check
