Past the dial, basically the whole thing. Had a 50w cook itself overnight with just the slender element portion submerged.
 
I am surprised the directions say nothing about where the minimum fill line is just "maintain the indicated minimum water level." lol but what is it?
 
they have to be 100% submerged at all times?
Well, mine was submerged till the bottom of the temp "dial" and it cooked, so I have to assume the temperature probe is higher up, thus it could not register when to shut off. The little picture on the back does show a check mark at completely submerged.
 
From BRS website:

Minimum water level - Top of the bezel.
For 25, 50, 75 Watt - 5.5" from bottom of the heater
For 100 Watt - 8.75" from bottom of the heater
Maximum depth of 31.5" deep at the bezel
 
I ran a 100w for a few years and always kept the water at the top of the round part with the temperature lights. I think that is what BRS is referring to as the bezel. I never had a problem running it at that depth.
