So your waste needs to be higher, especially if you do not have soft water. You are less than 3:1 and should be at 4:1. This is one reason I recommend capillary tube flow restrictors which the end user can trim the length of to adjust the waste ratio. Both Spectrapure and Buckeye Field Supply sell untrimmed capillary tube for $5-6.
Try to measure your waste and product water in ounces or milliliters to get a precise number. A cup versus 2+ cups is a little ballpark and you want to be more accurate.
I use this sheet when setting up a new system then periodically afterwards to track condition.

Yes you can use it but watch that waste ratio and get it clioser to 4:1 for good membrane life soon.

Looks like 225 m/L to 625 m/L? You express the waste ratio with waste first so it would be less than 3:1 without doing the math and you want to be around 4:1 with hard water and 300+ TDS.
Your restrictor isn't bad, its just not correct for your water pressure, water temperature and TDS. All have an effect on how it functions.
You would remove your current restrictor and replace it with a new untrimmed one, measure the waste flow then trim to the length indicated in the instructions according to that flow. It is simpler than it sounds.
