Dry rock cycling issues

This might be overly simplifying.. but, didn't see where it was specifically mentioned. Is the shrimp still in there decaying? If so, the ammonia is going to continue to rise since it hasn't been enough time for the bacteria to build up to proportions to handle that much ammonia.

I dropped a small piece of krill to the bottom. I’ll take all rock out today and see if it’s in there LOL
 
Personally, I think if you have gone all the way to sterilise your rocks and make sure they are 100% clean, then adding a live rock could just put you back to square one. Who knows what spores 'may' be on that rock? If you had aptasia or anything else in your tank, how do you 100% know there isn't a little baby on the live rock.

Just give it time.......
