Yup. You need a controller (I use a Profilux) which I recommend using anyway for safety reasons. To my knowledge these are considered the highest quality aquarium heaters in Europe. BRS is having them rebranded with 120V plugs for sale in the US. Otherwise, they aren't available in the US.

Do a search for Schego aquarium heaters and read the reviews from Europe.

I have one, the BRS controller is garbage though, so definitely get something better quality.

The BRS controllers are made by Inkbird with what are supposed to be tighter tolerances. You aren't the first person I've heard say they aren't performing as advertised.

Mine constantly drifts out of calibration, and it's fairly unresponsive to sudden changes.

Sure...if you want to cook your tank. They do not have any means of regulating their temperature.
