What are your water parameters and what water are you using? Most of the time this can be controlled by efficient protein skimming.water changes and reducing nutrients. (overfeeding)

This rock hasn't been put in my tank yet, it's rock I acquired and have in a bucket, I was going to use it to cycle but not sure if I wanted that stuff in there or not

I'd be cooking that rock before I'd use it in my tank.

Yea, you can boil it. Throw it in bleach, throw it in the oven. Several ways to do it.

Its an algae growth. You'll need to give it a little scrub off after you cook it.

Keep Phosphates and Nutrient build up to 0 in the tank. Phosphates should remain under .05. Nutrients you control by not over feeding.
