Help with anemone

Right... so there's 2 likely causes.

1) first guess is the nem got shocked by the big lights, particularly if you used it on a smaller tank. And further bleached (expels the zoox.), which took then makes it starve itself even more.

2) it was a wild nem not yet accustomed to tank life and making a hard transition.

Most likely however, is the first because the tentacles disappearing.... it is likely starved.

Treatment would be the same in either case... use cipro for 7 days with daily water change (250mg tab for 10G water... i personally use quarter tablet and about 3G water to make it easier) and lower your lights. There may be a chance the nem is too far gone but if it doesn't stink, better chance of recovery.

Then after treatment, you can reintroduce the nem and slowly ramp up lights with some light feeding...
 
Water depth can affect light intensity. But as @Malifry97 said, you can visually see it’s not bright enough. I suggest the MarsAqua 200w they’re cheap and that’s what I’m using at the moment. they work just fine.
was mentioned by OP that lights were still ramping... but if you look at the spec, it's likely sufficient light.

BTAs do better with low light and feeding than light shock from higher light. Typically, they'll move to find the right spot. But not always as some are just plan stubborn

I should clarify, that you should use a QT tank for the nem. using cipro on your whole system might blow the biofilter

I’ve never heard that BTA’s like low light...ever...also most people very rarely if ever feed their BTA’s. Don’t know where those claims came from. And from what I saw in the specs, those lights are bare minimum for a nem...then account water depth and they may not be sufficient
 
at this point, the nem is in saving mode... eventually if it were healthy, then ramping up lights would work. now, it's about lowering stress.

nems like light... but about 200 PAR works for most. In low lights (not less than 100PAR), they can adjust but supplemental feeding will help.

This is the lights as they are during the day the fluvals blue violet and aqua are on 100% whites and reds are on 30% lumen aqua has just the blues on.

Tank heights are the same 600mm
 
The tank looks new to me and nems do very poorly in new tanks as stability is difficult to achieve.
In addition, you mention that you purchased it somewhat bleached, of course bleaching is the result of some stress component that made it expell it’s zoo, so nutrition has been weakened and that compounds your situation. As others have mentioned, your lighting is not sufficient, BTA requires strong lighting.
I doubt by the pic I see that the nem would/could eat.
Your temp is a bit high at 80
No new tank has 0 nitrate and 0 phosphate, perhaps tests are not reading right.

lower temp to 78, increase lighting significantly, make sure all 8 major parameters, especially salinity and alk are not fluctuating, do not feed, if he detaches, or starts to fall apart, discard.

Ho wb would you suggest getting it off the rock to put in qt?
my tool of choice... back of your thumb nail to gently pry... :) . but if more attached use the flat end of a zip tie to insert slowly between foot and rock work while wiggling.
