voltage regulator ( pot ). Maybe a dimmer switch will work just be careful of amp/ watt rating to handle heat

If its not controllable, then I think your best bet is to buy a smaller powerhead. Its a good idea to have a few spares anyway.

Aim it towards a corner to deflect off glass causing a gyre effect and lowering impacy slightly

Put a rock in front of it.
Aim it at a panel or up at the water surface.
