confused what im looking at, but if you want to remove it from its base, plug or a rock grabbing it at the base and wiggling it off could work, if its really stuck take bone cutters, wire cutters or plyers or something you can wedge under it

No the brown stuff off the top of the frag

i would take something to pry it off, and gently circle the coral.
if you break part of the base skeleton doing so dont wory it should recover as mine did

Looks like some brown gunk attached to the stem of the frag plug, which is not part of the coral. You can cut that part of the frag plug off with wire cutters, or ignore it. Gunk is frequently harmless.

Not an emergency. Emergencies are for things like "my fish appears to be dying" or "I just accidentally poured bleach in my tank".

Do I need to take it off is it deadly

Hate to say it but from that pic the Duncan looks like toast. Maybe just a bad pic though.

As far as I can tell, that stuff on the plug is entirely on the plug, meaning it's not doing anything to the coral. Substances growing on coral frag plugs aren't generally dangerous to the coral, though some of them can annoy the coral if they touch it. If it's completely on the bottom of the stem, that's fine.

(It is on the frag plug, right? Not the actual coral?)

Again, it’s your choice but if the polyp is healthy, I not sure why you need to take it off.
