How do you take this off a Duncan frag

algae won't grow on the head of a duncan coral like that unless the head took some type of damage and had tissue loss. Did that head get damaged some how?

You can try gently brushing it off, but it is likely to come back since the coral tissue is dead there.
Maybe try dipping it in H2O2, but I would not do it long.

I had a large duncan colony next to a large torch colony. One of my wavemakers got bumped and it blew the torch into my duncan and it stung several of the heads of my duncan. Those damaged heads all had algae start growing on them like in your pic.
