While my tank is in a fallow period this is what my rock work has turned into. What is most likely going on here? My phosphates are reading 0.01 and nitrates at 15.4 with Hannah checkers. I have manually removed portions and it slowly comes back over a couple days. Thanks for the help.

Is it better at night then look bad after sun up? Based on the stringy appearance on the rocks my first guess would be dinos. I have had diatoms that looked similar on the gravel. Get a microscope and there are some smart guys here to help.
 
I’ll check tonight if it seems better at night or not. I believe I have a digital microscope somewhere around the house I’ll try to find and see if I can get some good pics with it.
 
No fish right now in it but there are snails. I plan to add more but they need to sit in QT right now so limited on the amount of cuc right now. I understand that algae is normal but was more wondering if this is something that’s going to be hard to correct without extreme measures. I’m in no hurry so if it’s something that will start to correct itself with time that’s fine.
 
My guess is diatoms & algae on the rock. Cuc!!

If you're running the main tank fallow, why not "qt" the cuc in the display?
 
not sure what anything should look like with a digital microscope but does this look like anything recognizable?
