Thats thread locker, its actually a sort of glue that holds metal threads to metal threads. Designed for use in engines where temps get real hot.
I would say no.
You want plumbing thread locker, or PVC cement, or thread sealant designed for PVC. Depending on your application.

what are you trying to seal? old school teflon tape,or if perm,wet/dry pvc cement

Again, no. That is designed for metal threads, it might be safe to use, but I'm not sure as I have never used that brand.

use this. wrap about 8-10 times around thread and don't over tighten and crack fittings.

That PVC cement will work.
BTW, watch this video. This is why most recommend pipe dope, like Teflon paste or Plastic Joint Stik over Teflon tape for PVC threaded fittings.
