A plenum is merely an undergravel filter operating at a very reduced flow rate. Normal operation for an under gravel filter would be a flow rate of several gallons per hour. Used as a plenum, the flow rate is adjusted for a gallon or two per day.

I think he's going to pump water through a refugium above the tank to keep nutrients lower

What is the diameter of yours I have some spa tubing left over somewhere. Solid white somewhat flexible and you can use pvc glue and connect it directly to sched 40.

I have reinforced flex just like this and none of them are growing algae on the inside.

Id think it would need more than indirect sump light.
