20 percent water change and 5 gallons a day or every other for about a week. I would seriously think about a new membrane and di resin change on your RODI. .1 is too much believe it or not. Basically you are dumping dirty water in even at .1 and the algae loves that. also as the alga dies you will need to blow off the garbage the chemi clean leaves behind and you should be using an airstone with the chemiclean. Also where are your nitrates? If they are high the algae will continue. you may have a two fold problem nitrate and phosphate. patience and water changes until your parameters settle down. no more chemiclean tho imo.
Another good option is to manually extract the hair algae. throw it in a Bucket with water so each time you pull out the algae your hands will not go back into the tank with what you just took out. It really helps to extract as much as you can.
Possibly research the use of hydrogen peroxide for a 7 day period at 1ml per 10 gallons. I don't like it but others have had success.
Oh yeah... pull the sump and clean it and everything in it. Chemiclean leaves behind a "slime" And your skimmer will go nuts for days and days. Sometimes you have crap in there that is fueling the nitrate and phosphate problem.
