I'm sure most of us are well aware of invasive species decimating the native animals. But this sounds more like a revenue method to me. My local health department informed me that a permit in now required to build a dog house. I live out in the country on 70 acres a long way from the city. Are they afraid the dog house will endanger the local wildlife? Are they really going to send out an inspector to check it or is it just another way to tax us? Requiring hobbyists to pay for a permit is nothing to do with anything but getting an extra fee brought in.
