Lion fish question

I would say for now he is fine.Moderate flow would be fine. If you are looking for him to be a constant swimmer around the tank , he may not be the right fish. They can hover or perch in one area. As long as he is eating an breathing fine he is ok. But a 40 breeder is going to be small, what is your plan to get into a larger tank because his size already looks to big for a 40.

These guys get 12” plus and those wings can spread the same if not more.
 
It sounds as if your keeping him well fed.
Maybe skip a meal so he will need to look for food.
Your flow could be an issue as the lions dont seem to like to expel a lot of energy. As you say your flow is in the front of the tank.
 
I currently have 6 lions, they are bold and active. It is best to feed a lion well, to see a nice bulge in his belly, a couple times a week, no more than every other day. Sps flow and extremely high lighting may have him perching in a spot with less flow and shadowed lighting. They do get use to used to most tank conditions over time. Unless you startle him or move toward him threatening, he will not deliberately spike you. If he points his head down and spikes forward, that is a warning you better get out of his way. my lions are very friendly that I can even hand feed them, they have brushed against me when my hands have been in the tanks. Always know ehere he is, and gently push him away with a tool if need be, and you will be fine.

This fish gets over 12", if he is in a 40B that was a very bad decision. The reason most people experience sedentary lions is because they put them

Back in the day my guy was just lazy I guess.
He was about 2-3 inches when he came home to his 100g tank.
It was fish only tank, not a lot of flow.
But after the first week of swimming around he found his spot and resided there for years.
