Taking him out of QT could be a disaster. You don't need a great light maybe just a clip on shop light with a compact fluorescent bulb and a timer.
 
He's not sick, that much I know. One of the stores I frequent has kept him serpearted in QT for a month. I know that sounds like "yeah sure they did". I know the store. I know they stand by their livestock. In this particular case, I am "thinking" keeping him in a smaller tank with bigger fish and just pvc might be doing him more harm then good, which brings me to my dilemma.
 
Why would he be better off in a big tank with multiple established fish than in a smaller tank with a couple of new to the environment fish? He will be far more likely to get something to eat with the lesser competition. I'd hold the course if it were me. The odds are better.
 
It's a tough call. On the one hand being around fish that aren't as skittish can make a flasher more likely to get used to captive life. On the other hand if it is not strong enough, it may get chased or tormented or driven into hiding until it perishes.
 
You can buy a cheap led strip at homedepo, lowes, Amazon prime... etc. I have a 12 inch white led strip with switch for $14 bucks on prime. I would not put him into the dt yet. If a fish can't do well in a qt he's not ready for a dt.
 
I took the bigger Moorish Idol out today and he seems to be coming out. Still at the bottom but more in the "open" I guess. The only other fish in there is a baby regal angel.
