By looking at the picture you may want to replace that twist-tie if it is in contact with your tanks water. It is best for your coral to keep the rust out of the water.
 
There could be an air pocket stuck in that horizontal portion of the drain line. Like swoody said, Try putting a quick air pressure through the vent hole in the durso cap to see if it helps. You also could turn off your return pump, let your sump fill, pull your drain out from the bulk head to inspect it

Sometimes all kind or weird things get stuck in return lines. So make sure the return is clear and any air hole is clear also.

I would but some sort of screen on the intake of you drain line. One more snail and you eoild have had water on the floor. This is especially important ehen you only have one drain. Snails, crabs or fish can all end up over the top of an overflow.

Not necessarily.

As I found out the hard way, a blocked drain should not mean a display flood. The pump should run out of water before the display floods.

But it took a couple of floods before I figured that out. LOL
