One question about the ceramic rings?
Ain't the ceramic rings act as live rock on the system just a area for bacteria to grow I personally don't think that they are bad but I think they should be under water and water flowing though them. Also since he has filter pad the rings will stay clean as long as he changes the pad every other day or so.
 
are you going to be able to leave that baffle in? if so, it should do the job of lifting teh water up and removing those micro bubbles. if not, then see if you can get something in place between teh skimmer outlet and the return pump to lift the water up.

The problem with running the media the way it's ran in this operation is the detritus buildup and that it's a wet/dry setup which allows anaerobic bacteria to grow which can be harmful to the system. The video I posted earlier does a better job explaining it.
 
You cant raise water level until u put overflow on tank and get it going. Need to see where it drains and fills
 
My sump is a 20 long. I have it running like this: drain, skimmer, and reactor in first chamber. Up over a baffle to second chamber which has sand, rocks, and macro. Then through a bubble trap to the third chamber which has the return. The only micro bubbles I never get is from the return pump if I let the water get too low because I don't have an ATO yet. My drain chamber is BB so I can vacuum it out when needed.
 
Put a tee in just above the pump and put a ball valve off of the tee going back into your sump. Use the ball valve to dial in the return flow.
