I'm losing fish daily in my quarintine tank. Started with 6 chromis now down to 1, 3 clowns now none left, and 4 tangs 1 barely holding on. I've upgraded the filtration and heater, water quality is subpar... 8.3 ph, 1.009 SG, ammonia 0 ppm, nitrites and nitrates are at 5ppm...
 
You salinity is way too low. Should be near 1.025. Your water is lacking the salt content needed to sustain salt water fish.

Hypo is were the OP is, 1.008-1.009.

How long have you had them at hypo?

Has the Ich subsided? Is there any other signs of infection or parasites?

Me, I would slowly bring them out of hypo. Not all fish fair well with it.
 
How long have you had the fish, were they purchased from a store or shipped to you? How did you acclimate? Are you certain you have ich and not velvet? Have you noticed any odd behaviors such as swimming into the flow of a powerhead/filter, excessive hiding, twitching, heavy breathing? Were there any odd marks on the deceased fish? Can you get us pictures of the remaining fish?
 
And what size QT are they in?

Could be velvet going on here, as @GHsaltie stated. Looks like Ich, but it's more a dusting than small dots, easily misdiagnosed.
 
Had fish for over 2 months... 1 ship the rest store bought. Acclimation process was all drip- acclimation, with an airstone. They've been in QT for about 3 weeks. The first sign of ich I didn't wait I immediately started qt process. They've been fine up until this last week no rise in salinity just regular 2-day water changes. I upgraded the filter from Marineland 20 to an aqua clear 70 and transferred from to a larger tank 20g long to 55g.
 
Not all fish do well in hypo - but ich _sometimes_ does, and velvet just plain isn't bothered by hypo. If you decide to bring the fish back to more normal levels of salinity, do it slowly (probably slower than what you're thinking - fish have a harder time with increasing salinity) - then explore other treatment options, such as copper or Chloroquine Phosphate.

They all swim very low and move in a lethargic manner...

Yep, slowly bring up your SG. Are they eating?
 
Haven't tried to feed been in panic mode... no these are the lone survivors.

Okay, the pictures it's tuff to see if they still have something on them. Do you still see spots on them?
 

Did you raise the temp in the tank when you started hypo?
