New tailspot blenny scratching against rock?

What I would do is go fallow for 45-60 days, add another coral or two and enjoy the reef portion in the mean time and add some liquid bacteria weekly during this time and resume with fish thereafter. At least you will have something to enjoy during this time

In this instance you can use straight tap water But assure it is the same temperature or even tad warmer as your tank temperature
Do it for 5 minutes and remove sooner if fish becomes agitated
DO REALIZE WITH WEAK FISH, this is a risk but clowns tolerate FW dips well
